My electrician just finished installing my towel warmer and the top and bottom rail do not seem to be warming Is this how it is ?
Towel warmers that are liquid filled, it is normal for the bottom rail to not get as hot.
But the top rail should be hot.
It sounds like a pocket of air (like an air bubble) is blocking part of the top horizontal bar, which is keeping it from getting hot. This can be caused during install when the unit is moved around a lot. I would recommend taking the unit taken off the wall and rock it from left to right a few times. If there is a blockage, this will help work the air to the top of the unit.
